Two Manchester Residents Face Federal Charges

Two Manchester residents are facing federal drug charges. The U.S. Attorney’s Office said Charles Winchell and Catherine Quinn are accused of conspiring to manufacture methamphetamine in their home.

Investigators executed a search warrant Monday morning and found the equipment and ingredients needed to produce the drug.
