“We need to fix a system that is broken.   One of the bad things is we didn’t have a plan in place.   We have never been been part of a pandemic.  It caught people off guard. We are playing catch up.  We did a poor job keeping up with routine tests and screening.    This could happen again”,  David N Bernstein said.
