A truck owned and operated by Hooksett Paving Company of Candia drifted off the roadway just before noon and struck an occupied vehicle, which was legally parked, police said.
The dump truck rolled over and spilled its load in the area of 75 South Main St., blocking the roadway.
Members of the State Police Motor Carrier Unit were called in to assist Concord Police in investigating the accident.
Ultimately police arrested the driver of the truck, Justin Bennett, 39, of Allenstown.
Bennett was charged with driving under the influence, negligent driving, drug possession and being a convicted felon in possession of a dangerous weapon.
