The Manchester Board of Aldermen rejected a proposed ordinance Tuesday night that would have allowed police to remove homeless encampments from public property, even if shelters are full.

Prior to the vote, opponents of the ordinance argued it was a human rights issue.

However, some residents voiced frustration with the number of homeless people living on the streets.
