No Jail Time for Ex-Portsmouth Cop

A former Portsmouth police officer was sentenced Wednesday to 12 months in the Rockingham County House of Corrections, all of it suspended for a year.

Dean Outhouse pleaded guilty to embezzling over $17,000 from the Portsmouth Patrolmen’s Union.

As one condition of a plea deal, he made full restitution.

Outhouse had been the union treasurer from July 2019 to June 2022 prior to his retirement.
